Navy Research Paper: 'Disrupt Economies' with Man-Made 'Floods,' 'Droughts'


A recently-unearthed U.S. Navy research project calls for creating mad-made floods and droughts to "disrupt [the] economy" of an enemy state.

"Weather modification was used successfully in Viet Nam to (among other things) hinder and impede the movement of personnel and material from North Viet Nam to South Viet Nam," notes a Naval Air Warfare Weapons Division - China Lake research proposal, released last month through the Freedom of Information Act. But "since that time military research on Weather Modification has dwindled in the United States."

The proposal suggests a study of the latest weather manipulation techniques, to "give the U.S. military a viable, state-of-the-art weather modification capability again." With that in hand, American forces would be able...

To impede or deny the movement of personnel and material because of rains-floods, snow-blizzards, etc.

(2) To disrupt economy due to the effect of floods, droughts, etc.

The proposal is undated. But it's pretty clearly from the Cold War. Not only is "the Soviet Union (Russia)" mentioned. The money is also relatively small, by today's standards -- less than a half-million dollars, over two years.

A military in-house newspaper calls "weather modification" an "area of China Lake preeminence. Between 1949 and 1978, China Lake developed concepts, techniques, and hardware that were successfully used in hurricane abatement, fog control, and drought relief. Military application of this technology was demonstrated in 1966 when Project Popeye was conducted to enhance rainfall to help interdict traffic on the Ho Chi Minh Trail." In 1980, the United States ratified a treaty banning military weather manipulation. But every once in a while, someone in the armed forces floats the idea of doing it again. "Our vision is that by 2025 the military could influence the weather on a mesoscale [theater-wide] or microscale [immediate local area] to achieve operational capabilities," a 1996 Air Force-commissioned study reads.

Today, Chinese officials are trying to figure out ways to keep it from raining over Beiing, during this summer's Olympics.

Weather Warfare: Beware the US military’s experiments with climatic warfare


Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’. During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.

The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which is being perfected under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilising agricultural and ecological systems around the world.

Both the U.S. and Soviet projects involve the manipulation of the ionosphere and the alteration of the earth’s magnetic fields. This technology seems to have both localized and global capabilities. Cloud Seeding

Cloud seeding (also known as weather modification) is the deliberate treatment of certain clouds or cloud systems with the intent of affecting the precipitation process(es) within those clouds. 'Mystery Cloud' Appears Over Eastern U.S. And Canada


Anyone who lives in the eastern part of the United States or Canada and gazing skyward on Tuesday evening may have noticed something strange in their west-northwest sky.

At around 9 p.m. EDT, a small, bright, silvery circular cloud of light suddenly appeared. Over the next 25 minutes, the cloud appeared to gradually expand and fade, finally becoming invisible to the unaided eye. Those who saw it, wondered exactly what it might have been.

From the North Fork of Long Island, Bill Bogardus and his wife were out observing when they took note of the cloud " ... about the size of the moon" in the northwest sky. "It was a roundish, yet not all that round, object drifting towards our location very slowly, slower that most satellites because it took at least twenty minutes to move from where we first saw it to pretty much our zenith."

After studying it for a while through an 8-inch telescope, Bogardus noticed two points of light, " ... like a satellite would appear, in line and above a jet of gas that seemed to come from them."

Observing from Ithaca, New York, Joseph Storch used 7x50 binoculars on the cloud and reported a star-like point or nucleus and four butterfly shaped petals radiating outward.

Over the years, those living along the US East Coast have been accustomed to occasionally seeing unusual brightly colored clouds caused when exotic chemicals such as barium and trimethylaluminum were released into the Earth's ionosphere by rockets launched from NASA's Wallops Island, Virginia site.

However, in this case it was the U.S. National Reconnaissance Office -- not NASA -- that was responsible for the unusual cloud formation on Tuesday night.

It was a fuel dump of the Centaur stage involved in the NRO-1 satellite launch from Cape Canaveral late Tuesday afternoon. Dumping excess fuel is the usual practice for all Centaur-booster assisted launches. It happens after spacecraft separation; the fuel bleeding off from a Centaur upper rocket stage on its second orbit after launch. Being just after nightfall, the cloud of fuel was still sunlit at that altitude.

And those who were fortuitously outside when the dump occurred, were the ones who saw this very unusual sight!

Can the Russians Control the Weather?

Last weekend, Russian president Vladimir Putin ordered the Russian Air Force to keep it from raining over Moscow in advance of Monday's military parade. The Air Force used a procedure called cloud seeding, and Russia's defense minister later took credit for Monday's sunshine. Can the Russians really control the weather?

LAKIN, Kan. — Water is prized in western Kansas, where aquifers are suffering and farms are miles wide and generations deep; a scant half inch of rain can mean the difference between a successful season and a failed one.
But when it comes in the form of fist-sized balls of ice known as hail, water's more than a menace. It can damage and even destroy crops.

That's where the Western Kansas Weather Modification Program and other cloud-seeding operations across the western U.S. come in. The WKWMP is among about 10 programs that tinker with the weather — either by trying to cut the size of hail or boost rainfall and snowpack. They do it largely by shooting up storm clouds with silver iodide or dry ice mixtures.
